Khmelnytsky Higher Vocational School №25 is a multidisciplinary VET institution that provides high-quality training of specialists for the needs of the economy of the region and the state. The institution was founded in 1987 and over the years of operation has established itself on the regional educational market as a leading provider of vocational education and training.

Student body
Educational services for obtaining full or partial professional qualifications are provided for graduates of general secondary education institutions, the adult population, internally displaced persons, and persons with special educational needs.
Conditions have been created for the personal development and self-realisation of students: the student youth council, sports sections and clubs, public initiatives and projects at regional and all-Ukrainian levels, volunteer activity, and meaningful leisure time.

No group takes part in academic mobility programmes yet — opening those opportunities is one of the reasons we are looking for international partners.

Project activity
GreenVET: Strengthening the Capacity of Vocational Education and Training through Environmental Learning and Digital Tools
Khmelnytsky Higher Vocational School №25 is a consortium member in the international Erasmus+ project GreenVET “Strengthening the Capacity of Vocational Education and Training through Environmental Learning and Digital Tools” (2026–2028), which brings together 5 partner organisations from Ukraine, Poland and Sweden. The project aims to develop a scalable model for integrating an environmental component into vocational education programmes, using digital tools to build an environmentally responsible workforce. The school’s project team is taking part in the implementation of 5 work packages.
Vocational Education for the Green Energy Transformation
In cooperation with the RePower Ukraine Foundation, Khmelnytsky Higher Vocational School №25 joined the project “Vocational Education for the Green Energy Transformation” (2025–2026), aimed at developing the training of specialists in renewable energy. Within the project, a “Solar Power Plant Installer” course was delivered to 10 trainees, 6 teachers upgraded their qualifications, and the school’s training facilities were expanded with 10 solar panels, 5 charging stations, installation equipment and a demonstration stand for the practical training of future specialists.
InConnect 2: Strengthening Partnership between Vocational Education Institutions and Business
Within the multi-donor initiative Skills4Recovery (2025–2026), Khmelnytsky Higher Vocational School №25 took part in the project “InConnect 2: Strengthening Partnership between Vocational Education Institutions and Business”, implemented by the Foundation for Support of Reforms in Ukraine. A team of 7 participants completed specialised training, and following a competitive selection the school received a sub-grant and implemented its own project “Education and Business Together: Career Opportunities for a Successful Start for Young People” in cooperation with its business partner Inter Auto Center LLC. Industrial study visits, 2 training sessions and a MeetUp with business were held for learners.
VET: Autonomy of the Future
“VET: Autonomy of the Future”, implemented by the NGO EasyBusiness as part of the multi-donor initiative Skills4Recovery (2025–2026), became a tool for developing the institutional capacity and autonomy of Khmelnytsky Higher Vocational School №25. The school received 3 months of mentoring support to prepare for the creation of a training and production hub for renewable energy. A team of 6 teachers developed the Hub model, an equipment list, the partial qualification programme “Installation of Solar Power Plants” and 3 educational programmes for full professional qualifications. To strengthen practical training, 2 memoranda were signed with employers in the renewable energy sector.
Inclusive Vocational Education and Training: Improving Learning for Veterans and People with Disabilities
Khmelnytsky Higher Vocational School №25 participated in the project “Inclusive Vocational Education and Training: Improving Learning for Veterans and People with Disabilities” (December 2025 – October 2026), implemented by the National Assembly of People with Disabilities of Ukraine in partnership with Christian Blind Mission e.V. (CBM) within the multi-donor initiative Skills4Recovery. School representatives took part in focus-group needs research, completed specialised training in inclusive education and additionally studied inclusive communication and digital accessibility. The outcome was a set of educational offers for the vocational training of veterans and identified areas for improving the school’s inclusive learning environment.
Support for the Mobility of Vocational Education and Training Providers in Ukraine
The international project capacity of Khmelnytsky Higher Vocational School №25 was strengthened through participation in the project “Support for the Mobility of Vocational Education and Training Providers in Ukraine” (September 2025 – March 2026), implemented by experts of Particip GmbH (multi-donor initiative Skills4Recovery). A school representative completed specialised training in preparing Erasmus+ projects. As a practical result, 2 Erasmus+ KA2 project applications were developed and submitted in partnership.
ISATCOVE & Internationalising Vocational Excellence
The institution implemented the international self-assessment tool for Centres of Vocational Excellence (ISATCOVE), and a teacher took part in the Winter Camp “…and this is how VET saved the (human) world – Learners’ Journey in a CoVE” (February 2025). The school was awarded a Certificate of Commitment to Professional Excellence.
Solar energy as a component of the educational process
Implemented with NGO «Khmelnytskyi Energy Cluster» and the financial support of the European Union, to integrate the transition to a green economy into the training of energy specialists. An educational solar power plant was installed and the educational programmes were extended with alternative energy topics.
Solar benches
Solar benches for charging mobile phones and tablets were installed to demonstrate the effectiveness of solar energy and popularise it among the population. Implemented with the School of Climate Leadership of NGO «Khmelnytskyi Energy Cluster», with the support of CAN EECCA.
Career competence of future specialists
A national pedagogical study under the scientific guidance of the Institute of Vocational Education of the NAES of Ukraine. It produced the educational and methodological complex «Professional success and career», the manual «Formation of career competence of future qualified workers», and the Centre for Professional Career and Career Counselling.
TRANSFORM — training company «Proskuriv»
Created within the «TRANSFORM» consultative programme of the German Federal Ministry of Education and Research, with the Federal Institute for Vocational Education and Training, the Carl Duisberg Society and «Academy of Economics Dr. P. Rahn and Partner GmbH». It introduced simulation training for specialists in business and entrepreneurship.
